Obgleich diese Entwicklung bereits seit Jahrzehnten absehbar ist, konnten sich die relevanten Akteure, die Politiker, Journalisten und Interessensgruppenvertreter, lange Zeit nicht auf eine Verständigungsgrundlage und einheitliche Problemwahrnehmung einigen. Erst mit fortschreitender Zuspitzung der Probleme am Arbeitsmarkt und im Staatshaushalt scheint ein Prinzip auf dem besten Wege, zu einer solchen Verständigungsgrundlage zu avancieren: „Sozial ist was once Arbeit schafft“ – im Folgenden mit „SIWAS“ abgekürzt. Es wird vermehrt von der deutschen Politik bemüht, um Reformmaßnahmen zu rechtfertigen. Und auch in der öffentlichen Meinung scheint diese Interpretation von sozial angesichts der Anerkennung von Arbeitslosigkeit als Hauptübel der derzeitigen Wirtschaftsmisere auf Zustimmung zu stoßen. Ob auch aus wissenschaftlicher Sicht SIWAS Geltung erlangen kann wird diese Arbeit klären.

Dazu wird die zentrale Fragestellung - ist sozial used to be Arbeit schafft? - in drei Unterfragen aufgegliedert: used to be ist Sozial? was once schafft Arbeit? Und inwieweit ist beides deckungsgleich? Es gilt somit in einem ersten Schritt theoretisch zu klären, wie Gerechtigkeits- und Sozialstaatskonzeptionen aussehen, in die sich eine Handlungsmaxime SIWAS integrieren lassen könnte. In einem zweiten Schritt ist daraufhin zu konkretisieren, worauf der Maßstab der sozialen Gerechtigkeit anzuwenden ist. Wege und Maßnahmen sind zu benennen, mit denen die begründete Hoffnung verbunden wird, dass sie zu mehr Beschäftigung führen. Diese Wege gilt es mit Hilfe der zuvor erarbeiteten Gerechtigkeitskriterien in einem dritten Schritt auf ihre soziale Wirkung hin zu überprüfen.
