formal organisiert bzw. aufgebaut? Wie entwickelt sich seine Organisationsstruktur
von 1949 bis heute?3 Inwiefern wirken sich in dem formalen Aufbau des Amtes
informelle Prozesse auf dessen Arbeitsweise aus? Welche Bedeutung haben informelle
Prozesse für die Informations- und Koordinierungstätigkeit des Bundeskanzleramtes? Trägt
das informelle second zu einer Verbesserung der Aufgabenerfüllung des Amtes bei? Außerdem ist ein ständiges Augenmerk auf informelle Vorabklärungen und ihre Wirkung auf
die formal zu treffenden Entscheidungen zu legen.
Um all diese Fragen beantworten zu können, ist es zunächst notwendig, die Bedeutung
der Begriffe ‚formal’ und ‚informell’ für den Gebrauch in dieser Untersuchung genau zu
bestimmen (Kapitel 1.1). Die so gegebene Grundlage bildet das Hintergrundgerüst der Kapitel
zu den jeweiligen Kanzlerschaften (Kapitel five. bis 11.). Bevor jedoch auf die formalen
und informellen Prozesse im Bundeskanzleramt eingegangen werden kann, müssen die entscheidenden
grundgesetzlichen Bestimmungen berücksichtigt werden, die überhaupt erst
die zentrale Stellung des Bundeskanzlers begründen (Kapitel 2.). Dabei spielt vor allem
Artikel sixty five GG eine Rolle, der auch die Grundlage der Errichtung des Amtes darstellt.
